What is considered light weight for a race wheel set is 1400 grams considered light..

For the hills it would be considered heavy... For a crit it might be considered on the lighter end if they were deep dish wheels... So as always it depends :-) .
Actual weight of wheels makes very little difference to performance except in big hills.

Only been racing for about 6 months in the vets and wanted something lighter than i have, but did not have the money for any big upgrade. Picked up a set of Easton accent 2 still waiting for them most of the course's where we race the roads are pretty rough hopefully they'll last.. cheers

Any wheelset sub 1500g is light in my books. Closer to 1200g is uber light.

That was my benchmark as well 1400,
but it all depends on weight of rider and style of riding and purpose (climbing vs Crits etc) so determine the sweet spot of the lightest you can comfortably go for, while remaining confident about you wheels while descending at rapid speeds with quick turns.

I guess my key comment is
weight of wheels vs your weight vs confidence you need

it depends, in terms of the weight of wheels, tubular or clincher, high depth or short depth you choose. for the light one.
38mm tubular can be 1070g/set +/- 20g
50mm tubular can be 1160g/set +/- 20g
38mm clincher can be 1260g/set +/- 20g
50mm clincher can be 1320g/set +/- 20g
