Hi
Anyone know for sure if a mate can roll up tomorrow being a member of no cycling organisation and get a day licence to race at the vets in NSW? Or does he need to at least hold a silver membership to then get a day licence to race?
Cycling NSW has no mention of Day Licence on their webpage, but Cycling SA does...

I found the below on the Cycling NSW website.
Temporary Licence
Unless otherwise approved by the respective State Association, temporary member permits are restricted to Club events only. State and National Championships are only open to entry by full Racing category members. To find out if an event at this level is open to temporary licence entries, contact your state association.
Temporary membership, and associated insurance cover, applies from the commencement of the specific event or activity until the completion of that event or withdrawal by the participant.
Day Permit
Restricted to Club-only events, as an introductory tool
May be used in club-combined events with the approval of the respective State
Temporary membership from start to finish of the event, or withdrawal from the event
Available for participation events by negotiation with CA and State
