Those are called down tube shifters. Must be a re-painted frame or a really nostalgic builder.ironhanglider wrote:

With a conventional stem, bar angle and brake lever position there would be no reason for that bike to be in this thread.

(actually its plastic - 3D printing bike - its only meant to illustrate a concept rather than a practical working model ... unless you used something stronger than resin to sculpt it)

I don't know what was worse; the bike or the rider. If I was 5 seconds ahead of where I was I'm sure he would of ploughed in to me flying through a corner. How could I tell anyone I was hit by... that? And even worse how would I get the ugly off me?
Even better while googling for pics of the bike I came across this:
