On the positive side, I reckon it's about time the rear brake on that thing made a comeback... Calling it a "track bike" explains the fixed gears & no brakes. Whether it is effective or legal to ride in any event is entirely a different question

Notice though how all the pics have the wheel pointing directly ahead,
because turning the bars even slightly will upset the "perfectly uninterrupted arc" of the top tube and stem. Oh & you better make sure they measure you twice, cause there is no adjustment in the seat height.
