The cyclist is well within his rights to ride in the center of the lane on a multi lane road, and most importantly of the lot is protecting his own safety by doing so.

BTW I would hardly call the area to the left of this road a breakdown lane.

Looking at the Anzac Hwy on Google maps it has a 'bike lane' that is less than 1/3 the width of a regular lane. I reckon he's made the call (a personal one for every driver) that the 'bike lane' is unsafe in the conditions he is riding. Riding safely is no excuse - can you just imagine if that driver had been in bit of a hurry. I mean, it hardly bears thinking about.
At least our big media companies have the courage to educate their driving audience that if they see a guy on a bike, he's a "douche".

The real issue here is one of SA's biggest radio stations perpetuating the bike hate issue by inflaming it unnecessarily on their Facebook page. I will assume it will be removed soon after enough complaints are made, hence why the screen capture was taken...

Also the bike lane is only active in peak times and has manhole/drains which suck in tires. I ride in the middle of the lane most of the time as well.
