that's correct. no australian state has a road user charge for cars. the NZ does. australia has one for trucks, it's calculated on average usage rather than individual usage so it's a bit half-baked, but the only charge for cars is fuel excise, which only covers part of their costs. they don't pay their way.

Of course we pay road tax, it's called income tax.

IIRC, I grossed $137ish last financial year, paid a BIG whack of PAYE plus tax on my modest investments, I've paid my way on the bike and a fair bit more thanks. :roll:
