Just thought I'd finish this thread off by saying that I've just noticed that all the ones named and quoted at the Inquiry hearing have appeared in the final report tabled to parliament :)

... introductory words reflected some current attitudes towards cyclists and underpin the significance of the interaction of legislative
intervention and cultural change.


The Committee believes the law will be strengthened by appropriate education and the education will
be strengthened by the message having been crystallised as law.
It was abundantly clear from the Committee’s Inquiry that introducing a minimum overtaking
distance law goes hand in hand with education and cultural change. It is this cultural change that
needs to focus on humanising cyclists in the eyes of all road users.

Yes. Thank you, ITW. Your submission was one of the best submissions to the Inquiry and your very personal story at the hearing showed the human side of cyclists. Your effort is greatly appreciated.
