UCI stipulates that you can't include objects on your bike that are there for the pure purpose of providing aerodynamics. To get them thru UCI it would need to be argued that they had a purpose such as a gel bag or a water bottle.

I have some doubts about the improvement of aero, there's a number of small hollow lines where the various items meet
If the R-1 rule is broken, what happens to N+1?
