I noticed this for the first time this morning on my way in; a camera on each side of Princes Street at Canning Street on top of the traffic lights, facing into the crossing. This is a bike/pedestrian only crossing, so I'm curious as to why they have it there.
I've seen a lot of cyclists and pedestrians crossing on the red as the lights tend to take a while, so I'd be fairly confidant that this is it, but what would they do with the information? Can cyclists be fined if caught on camera?
I might also add that I'm fairly new to Melbourne - is this common?

Would be interesting to know if they are legit, or if some other party has placed them there... such as a news channel.

If it's like all the other intersections along Princes St/Alexandra Pde it'll be there to catch all the red light running, speeding motorists. I wouldn't be too worried on a bike.
Mandatory helmet law?

Is it a flat faced rectangular box, maybe 15x20 cm? Angled down?
It's a motion detector that holds the crossing lights green until it detects the crossing clear.
There's some on the signalled school crossing on Riddell Rd Sunbury.
We can be fined for any traffic offence Mr Plod decides to ping us for. Hard to use a camera for it without a plate and the associated unconstitutional legislation that supports them.

...whatever the road rules, self-preservation is the absolute priority for a cyclist when mixing it with motorised traffic.
