Of course the alternative approach (to counter unlit cyclists) is not to 'go nuclear' and blind everyone in the process - with or without lights. That's just as bad IMO. Instead, try slowing down...

Funny thing was I was closing on this girl who was pedaling like a crazy thing... she was hammering. I remember being impressed by that as I overtook just before I realised it was another bike coming towards me. We had just passed a ninja walker too.

You're mad though... that path isn't great in the middle of the day! It's narrow, there is lots of debris (rocks, sticks, etc), occasional pools of water/mud, blind corners, blind humps and to top it all off... it's a 'shared' path!!
