That all sounds fairly simple Ron, but it's all the other stuff that goes with it like recording/storing all the data, seperating the funds into some other bicycle fund, allocating, creating and then posting some form of registration identification device, it'll all cost administative dollars and give no net gain to anyone other than maybe a few extra government jobs. It'll be a nightmare for them, and for it to actually raise any revenue to achieve anything worthwhile for cycling, the fee will be massive which will make it political suicide, especially when all these snapperheads that are coming out wingeing about cyclists realise that they will be paying this rego in order for them or their kids to ride a bike. Do even the Channel 7 people realise that they will be paying rego for their kids to ride a bike to school? It's a ludicrous argument, especially since it's been in the government's interest to get people out of cars and onto bikes or public transport so they can minimise their spend on road infrastructure and get away with the already fragile infrastructure. I still call it for Channel 7 rabble rousing nonsense at best.
