Question though, how do you not pay CTP in the ACT, isn't it compulsory and part of our rego! I assume these cars must be from NSW which is interesting that the cameras pick up NSW vehicles as well. With regard to what would happen if your CTP lapsed and you hit someone, I would say that you would take on the RTA as last time I registered a car in NSW (about 10 years ago) you had to show you had paid for your green slip before you could register the car (which makes sense). So you would have to ask the question "how".
Yes, CTP insurance is part of your rego but I think the CTP actually stays current for a fortnight or so after the rego runs out, so some people get a fine just for no rego and others that have let the rego lapse longer get a fine for no CTP as well. ACT only has one CTP insurer, NRMA. You don't need to go to them first to get a green slip, you just pay your rego at the Motor Vehicle Registry (or online) and it is automatically included. Not sure if the RAPID camera can detect interstate unregistered vehicles, I'm guessing it probably can.
