Yes its a dangerous spot and the one you referred to halibut. It's likely its been reported to relevant council authorities although an extra report/complaint wouldn't hurt.

Will anything happen about it - doubt it until somebody is killed or maimed and the council is sued for negligence after knowing of a hazard and not doing anything about it.
