It has 27" x 1-3/8 Araya Japan rims, and Komet Super 161 single speed & Silver Star tyres.
I would imagine this was one of the models made in Japan?
The Austral brand seat is made in Japan as well as the cranks, unsure of the brand of crank though.
You are spot on with the bars being upside down too.
There is no visible date on the shop card unfortunately.
