Speedwell utility ideas on age

Yes i know these kind of threads have been done before but I'm stuck.

My wife picked up a Speedwell (complete apart from missing front mud guard) of the side of the road. I am going to strip it and re-paint as it is currently a house paint blue and rust colour. I am wanting to get a rough age (to the decade will do) Sooo here is the description.

Wheels are 28 inch (with good Dunlop tyres (made in Oz))

Rear pedal back brake (made in western Germany)

Crank on the drive side has a stamped penguin image wearing a scarf.

Brake stays are bolted on to the seat stay and then to the chain stays

Horizontal drop outs

My best guess is 50s

All chrome is poor but frame is straight

It has a speedwell head badge and under a lot of paint the original colour is metallic red with white pin stripes (sadly to far gone to save)

BTW picked up in Windsor western Syd with a second pair of 28 inch wheels

"western Germany" is definately post war and probably a little past the 50's due to anything German or Japanese not being on the most wanted list too soon after the war, what sort of badge? chromed steel "S" or plastic "S" penguins sound 60's or newer

Head badge is steel as are the cranks.
The drive side crank cotter pin is stuck fast, looks like i will have to destroy the crank to remove the BB. The pin has been inserted with the taper away from the axle then smashed in with a great deal of force. If any one has a 50's pair of cranks available I'd be interested.

LBS had a go at the drive side crank and as thought there was no way of removing the stuck fast cotter pin. Angle grinder did the trick but now I am i need of a set of cranks can anyone help? Postage and cash not an issue (to a point) i don't need or want high end Campy parts.

The frame is stripped and going to be resprayed with 2 pack thanks to a friend and at no cost!
