I think I found a match for your Hillman Alpine. A Panasonic, on eBay in Madison, Wisconsin.

Serial number on the head tube lug which is normal for Panasonic in the 1980s.

Found the frame on a council clean up.
Seemed reasonable quality with nice lugs, had it powder coated added 2nd hand forks and other bits and pieces.
Rides very nice
