Any body heard of a bike brand called a Classic Special?
It has rear facing dropouts, sturmy/archer 3 spd lever linked via cable to the rear hub, and hand painted frame and logos. Bit of rust on frame and bars but otherwise in reasonable knick.
Its at my local op shop, was thinking off picking it up but dont if its worth it.

It is common for Sturmey Archer hubs to use rear facing dropouts. The SA 3 speed hub requires the use of anti-rotation washers, and the dropouts are shaped to fit the specially shaped washers, and without them the axle would rotate in the dropouts.

Not yet, but i may go pick it up tonite, its only $35 or am i wasting my money, was thinking of using the frame for a fixie project to play round with.

Hard to go wrong at $35. As long as there's nothing significantly wrong with it.
