Steve Hitchen steel

I have been restoring an old steve hitchen steel frame with zeus cranks ,cinelli bars and zeus 26.8 mm seat post. Frame is light . Can the steel i.e. Reynolds,Columbus be identified by the seat post diameter? Was a 10 speed( 2 chainrings and very heavy 5 cog sun tour cluster) which is now a single speed.
