Indeed, Miche was founded by the Michelin family in Italy, I do not know if they were related to Andre Michelin who founded the tyre company in France that bears his surname but I suspect they are in some way. I believe they shortened it to "Miche" to avoid confusion between the two brands.
"Spa " is the Italian version of our "Pty Ltd" (it should actually be "S.p.A.") and in this instance has nothing to do with a town in Belgium or a warm aerated bath :D
