let me start by saying all the help from this site is amazing! I hope our learned friends her can assist me and tel me what I have in hand-

All I know is its a Peugeot
3 speed cassette with a plastic Simplex derailleur
states made in france
unlugged
and a childs size - wheels are small as!

what I would love to know is anything!!!!

Based solely on the serial number your bike is a 1971 model (seven digits plus the first one being a 1) however this dating method is wrong about 50% of the time. My initial assessment is that it's a lower-end model from the early 70's. Regardless, it's well worth cleaning-up as it will be a really nice bike and lovely to ride.
