My vintage bike

Hi I was wondering if someone could date this vintage Malvern star bike and perhaps put a value on it. I can not locate a serial No but perhaps that is because my late father painted over it ( not sure where to look but I cannot see any letters or numbers). It was originally my late Uncles bike who died In 2017 aged in his early nineties and my Dad once told me that my uncle used to ride it to work when he was15yo so that would make it at least pre 1940. It has the original rim on the front wheel. Thanking you for any assistance given cheers Neil. I have tried to work out how to load a photo without success so any help would be appreciated,it shouldn’t be that hard.
