wtb Perth Touring bike

I am looking for a steel touring bike - trek 520 has caught my eye. the frame needs to be about 22" 55 cm. Racks and bags are a bonus but not necessary. I don't absolutely need wheels either I suppose but they would be nice. (well I do need wheels but I can build up some if I need to) prefer less postage so Perth is the best option but would consider all over.
