I don't think skid stops in traffic is a good idea. What I was suggesting was an area that you can practice safely - with a less grippy surface. One cycle polo court I play at is recessed and has large smooth pavers - dust and dirt also helps skidding as does a light shower, though as you can see on the video, you have to control your weight as well, too much sideways in the wet without the balance and you will end up as a reply in youtube to the above video.
