Track bike & Brakes

Hi I'm starting to use my track bike on the road, can I get a brake lever setup to go over the bars near the bar clamp 38mm, currently running a lever further down where it's narrower.

yes.
get an 'inline' cyclo-cross lever with the 31.8mm clamp size. This was refered to as an "O/S" or oversized clamp for a while over the more traditional 25.4 or 25.6 mm diameter bars. Most new bikes are of this size now; you just have to know which of the standards you're dealing with.

These don't have to be set up 'inline' per their original design. The cable stop can rest in them, rather than the drop lever.

Also known as 'cross-top' levers. They come in various clamp sizes as mentioned above and are a hinged fixing so they're pretty simple to put on & off.

I used Soma ones on my bike without issue
