I was lucky enough to spend three months in Madagascar as a student back in 2002 and had a magical time. We drove from the capital, Antananarivo down to Fort Dauphin (Tolanaro) and worked on a study site at the famous Berenty Reserve. Some clapped out old six speed mountain bikes were used for getting around the forest tracks, and also to visit the local market on a weekly basis which was about 20km away. Aside from 'Tana which is pretty steep and chaotic traffic wise, Madagascar would be a brilliant bike touring destination. The main routes carry very little traffic, and are in plenty good enough condition for biking. Even the non paved road routes are generally firm dirt/ sand (although after rain they might get interesting!). There are lots of locals on old 26 inch mountain bikes, or 27 inch step through frames so spares would be relatively easy to come by, 700c I'd imagine less so.
