Naturally they have found a convenient justification for changing their own rules once they realised Armstrong could have been excluded.

Until he is convicted or there is indisputable evidence to the contrary then any rider should still be able to. :?

+1 Never was a fan of the Star Chamber approach.
...whatever the road rules, self-preservation is the absolute priority for a cyclist when mixing it with motorised traffic.
