He already announced his retirement.. I'd say he already knows he is going to be named (he had previously said he'd keep going next year), so retirement first. Also, it seems he won't be working for OGE as most would have expected, but for the TDU.
It's rumoured that Robbie will also be named.

It should be no surprise that many (then) young-ish pros were led astray in those pre-Festina bust days. If SOG is named, well, I think it just highlights his character that he has ridden on so long and hard in the years since. Maybe the events of his early career were a driver for him to continue so long, so he would be remembered for his 'clean' achievements since then. Same for anyone else named who continued on from such a start to their pro-career.
In my view, for guys recently retired or still riding, they will have ridden off any doubts about their character by their behaviour since 1998. Those approaching retirement in the late 90s have not had the same opportunity to balance the record on the bike.
