Movistar won the team time trial last night, but [Rojas was penalised 3 minutes - 1 minute for pushing Oliveira up a hill and a further 2 minutes for twice pushing Amador. Oliveira and Amador were also penalised, but they won't care about the time. What I don't understand though is why the rest of the team weren't penalised - to me the whole point of pushing the two riders was to advantage the team, so shouldn't the whole team carry the consequences.
Any one able to explain that?

From what I have read, the rule is pretty clear, but as seen in many other cases, the Conmmisare's at individual events can do what they please.
Which makes the rule pointless, really.

It's a Spanish race and it was a Spanish team, so not surprising at all.

Seems the UCI couldn't understand it either - they have overturned the penalties & penalised the whole team 1 minute. That's a piti

Love the team reaction "He didn't push, he just touched".

My favourite was the excuse the rules are different in french, except that they weren't. Sharkey is closer to the mark that the rules are different in spanish
