As you know I have been to quite a few tours including 6 times Tour of Tahiti. Its really quite amazing what these small countries can pull off ...puts Australia to shame in many aspects.
The most important aspect is rider safety, African countries do not operate under anything like normal OHS guidelines .... you will need plenty of Police to run the rolling road closures. 2 cop motorbikes out front to make sure any traffic pulls over, and a heap of moto marshalls to zip ahead of the race and block side streets. When the race passes, they leapfrog forward again. You need mobile race commissaires. You need neutral water. You need an ambulance, possibly 2 ambulances to follow the race. I kid you not, when things go wrong, they can go horribly wrong in a big way.
In my opinion 5 stages is too many for the first year, start with 3 or 4 and learn from that, try 5 next year. And 150km per stage is too much (750 in 5 days).
The tours I have done run along these lines:
5k prologue to sort the jerseys. Run it in an industrial area where it can be closed off from traffic.
2-3 flat stages and 1,2 or 3 mountain top finish stages, flat stages 120km, hilltop finishes 80-120km in length.
Throw in an ITT over say 20km.
Finish off with a crit in the main town / sponsors town.
Even with the best organisation accidents can happen. I have so many stories. One recent one saw an old lady on a scooter pull out of a driveway after the Police bikes and lead car had passed, and took out a French Pro who was attacking off the front wearing the yellow jersey. He was on life support for weeks. I have seen so many accidents in these foreign tours. Make safety the first priority including systems for making sure the competitors can get plenty of bidons during the race.
Anyway, I look forward to hearing more about it all.

Yeah, I know that they are aware of other races in bordering Countries but Uganda is a bit of a basket case for getting behind things, it's more like..............How much is in it for me, before I give you any help.
