+1 for sogood's reply.
A bike shop would likely sell you a new chain. Just lightly lube it, _slowly_ dripping the lubricant on the chain as you spin the wheel backwards. Wipe off excess as you spin between the pedals and rear wheel. It still maybe a little stiff at first - but the more you ride it, the more it will free up.
The idea of spinning whilst you apply it is to get the oil to work into the chain linkages. Where you need the lubrication isn't actually visible. Wiping off the excess still leaves a thin layer, thereby preventing further surface rust - and also meaning less to get back on you or your clothes.

Also, dry the chain and lightly lube after every wet ride. Or the rust will return quickly.

It's only surface rust and it will wear off with riding, providing the chain is lubed.
Simple enough to avoid in the first place though. Don't put the bike away wet, give the chain a run through an old rag (or one of the best, fluffiest white towels) to get the water off and out of the links (as much as you can). Then lube. Same with washing your bike, get the chain dry and relube.

Also use Purple Extreme. An excellent rust preventive lube.
What I've found Purple Extreme does.Average Joe wrote:These days, I use dry Teflon lube in the summer and wet lube in the winter. The holy grail of bike lubes is one that acts like a dry lube but stays on the chain in the winter like a wet lube.

Thanks for the info about drying the chain after wet rides. I never did that <_< I just tried to get home asap and then let it drip dry! Probably explains why my chains usually got rusty, hehe
Also I will now use my fluffiest whitest egyptian towels with gold lace on it!
