On a threadless steerer is it accepted practice to cut it a mm or 2 shorter than the stack of spacers and stem that goes on it?
I ask because I have to cut one.

a qualified 'usually', because most such setups seat the topcap on the top of the stem (or spacer). You need the adjustment room, commonly 2 ~ 3mm. If you cut the steerer flush then you will not get the preload on the bearings that you require.
