The only way to clean white hoods, as with white bar tape, is to replace with a sensible colour, IMO.
Failing that, try soapy water made from a dribble of dishwashing liquid. Anything stronger is going to leave the hoods a gummy sticky mess, I reckon, and that goes double for eucalyptus oil. Incidentally, use a domestic kitchen sponge and soapy water on your bar tape too, you'll be amazed how they clean up.
Your LBS should have replacement hoods in. I know mine does, that or you can pick them up on ebay i got a pair for like...$5 or something in blue.
