Loose fork/steerer tube.

I'm getting a little movement through my front wheel and fork which I think is because the fork isn't done up tight enough through the headtube.
I initially thought it was a result of cone bolts on the axle not being done up tight enough but I've checked them and they're done up tight enough.
Anyone have any thoughts on how to solve the problem?

Is your headset threaded or threadless (Aheadset) style?

Loosen the stem bolts, do up the top cap bolt to tension the headset then tighten the stem bolts.
If you arn't really comfortable with this get it done by a professional.
If its been loose for a while the fork should be removed, headset bearings and frame cups checked, steerer inspected for damage before re-assembly.
