Not a stupid question. Sometimes it is not obvious but there is a very good chance that the reflector can slide out sideways from the holder which is part of the clip itself, giving you access to the bolts. This is mostly true for plastic toe clips. For metal clips I have seen them held on with the reflectors themselves. The dodgy version was with plastic, press-fit stalks that went through holes in the pedal, you can pull them off with brute force, particularly if you can get something like a screwdriver between the reflector and the pedal body. The better version had threaded metal stalks which used spring washers and little nuts (6mm?) to hold them on. They are a bit fiddly to undo with a spanner a quarter turn at a time, but once clear of the spring washer they just spin off with fingers.
