Does anyone know how this works?

I can seem to see how this would replicate an eyelet in the mounting of a rear rack.

my guess- and it is just that, would be that if your guards are drilled out to fit over the axle, say about 10mm they would go inside and cut it down to 5 or 6 mm so as it was a snug fit ion your eyelet bolts.

I believe these things are designed for road frames with dropouts that have cut-out sections but have no eyelets. Do alloy frame dropouts have cut-outs? My steel road bike does. This thing fits inside the triangular cut-out, with two halves clamping from either side, creating a threaded boss to fit rack bolts or mudguard stays into.
