I can seem to see how this would replicate an eyelet in the mounting of a rear rack.

I believe these things are designed for road frames with dropouts that have cut-out sections but have no eyelets. Do alloy frame dropouts have cut-outs? My steel road bike does. This thing fits inside the triangular cut-out, with two halves clamping from either side, creating a threaded boss to fit rack bolts or mudguard stays into.
Riding bikes in traffic - what seems dangerous is usually safe; what seems safe is often more dangerous.
