Questions about powder coat my first 24'' fat bike

Dear friends,

I am a art student who recently moved to Sydney and need help with my 24'' fat bike frame. I welded the frame last year and brougjt it with me to Sydney. I have purchased front fork, wheel and tire, and some other parts (cranks, bottom bracket, axel). But still need brake kits, grips, handle bar and so on... But the first of all I need to powder coat it. I saw several recommendations for Mr Kleen and emailed them earlier today. I have several questions before I dropped my frame:

1. I have tapped bottom bracket, do I need to seal it before powder coating?
2. How can I seal my head tube?
3. Do I need to put the front fork on before powder coating? Or can I coat them separately(frame and front fork) then put it together?

This is my first fat bike and still got a lot to learn... Also, do you recommend any workshop/store that maybe helpful? I still need to purchase some parts and tools in order to make this bike. Thank you all in advance! :D
