Weeping caps on suspension fork legs

Does anybody know what these plastic caps on my Suntour suspension forks are for? The lower one is on both fork legs, the upper one is only on the right leg. Occasionally there seems to be oil weeping out of the lower ones which is attracting dirt, but I don't know why they are weeping or if I should be concerned.

Forks are SR Suntour NCX-D, hydraulic w/lock-out, 63mm travel.

The caps hide threaded holes, the larger holes are for fender stays, smaller holes only on the right leg are for cable holders when running a dyno hub. The oil was whatever they used to protect the threads.
