Ultegra 6700 pulley wheels

Good evening everyone. I have just bought a set of replacement pulley wheels for 6700 rear derailleur. After the installation I have noticed that the guide pulley with ceramic internals does not spin as freely. Is that OK? This could be the resistance of the rubber caps that cover the internals, or alternatively I should have lubed it before the installation?
Please share your thoughts.

The rubber seal rings do bind around the bushing cover plates. A drop of lube around the seals will help them move more freely.
I had a thought, but it got run over as it crossed my mind.
