25.4mm bars, 31.5mm out-front combo computer / light / camera mount.

I have a mountain bike with 24.5mm bars. I want to attach one of those out-front combo computer / camera mount things, but they only come in 31.5mm sizes.

So far the best option I've found to make it work using things at hand is just plain old electrical tape wrapped around the bars, but the mount still moves around way too much (especially seeing as it's going to have a camera attached). Are there any other suggestions, or am I just best off biting the bullet and getting a new handlebar & stem for the bike and moving everything across?

A small length of PVC reinforced plumbing hose from a hardware and trim to the length you need and use the electrical tape to keep it in place, should give you enough to clamp down on. The hose comes in various diameters so pick your poison but the bigger sunday snag selling ones should have a range and maybe even off-cuts.
I do this for my crosstop levers on a 25.4 mm bar and 31.8 clamp levers and they are pretty steady. If it still moves try a strip of old inner tube between the bar and hose.

Unfortunately I live in a unit. No toolshed. Absolutely minimal tools. Limits my options. I'd rather not buy a tool I'm going to use once then not need again for 10+ years.

It is much wider than the mount, so I cut them down to size with a hacksaw

The Garmin branded mounts come with a fantastic spacer for old-stylee bars. But I prefer the K-edge mounts - thankfully for my daughter's (about to be retired) bike, they play well.

I use old inner tube for things that attach to the bars without a specific size (eg Ay-Up mounts which attach with cable ties). It compresses when you tighten things around it so they stay in place.
