Mechanical disc brake set up

I've never been 100% happy with the disc brakes on my commuter.
It came with Tektro calipers and rotors. I upgraded the calipers to TRP Syphre's and Shimano resin pads. This made a marginal improvement.

Im now thinking that changing the cables to compressionless or the rotors / pads may improve the braking?

The brake outer is currently Jagwire CGX-SL. Would I be better off changing the cable to compressionless, or upgrade the rotors and pads, or both?
