Lock ring came loose and it appears that part of the thread base may of broken off. but what is it, I've not seen a mechanism like this. How/what do I replace?

It's toast. You need to get the rest of it off the wheel. Probably the best option is to use a bench vise.
Failing that, you could buy a second hand wheel from from the tip shop or bike recycler.

It's not a cassette, it's the remnants of a freewheel cluster, and as per above, it's dead. If you can get hold of a frewwheel tool (very similar to a regular cassette tool, but with shallower splines), the guts still screwed onto the hub will come off easily enough.
I had a thought, but it got run over as it crossed my mind.

+1 for it being toast.
I had an Atom freewheel that no tool fitted when I was a teenager. I just disassembled it to your stage and used a pair of Stilsons once I removed the freewheel pawls.

Yep, similar to a cassette lockring tool, but there were a few variations.

I'm not sure that a tool can help you with this one. I'd put it into a bench vise and turn the wheel to remove it.

Ah its finally dawned on me as to what I'm looking at The screw on cluster has broken and the internals of it are attached to a standard screw on hub And there I was thinking it was some sort of old style cluster with the weirdest hub I've ever seen
The place where the removal tool attaches to is broken, so I'll need to place it in a vice, which will hopefully give me enough grip. I've got a vice but its not attached to a bench, but should be able to do the deed with a second person
Then there's the question of purchasing a 5 speed cluster, I'm assuming they still exist

Finally got the remains of the cassette off the wheel, couldn't get the vice to grip the remains of the freewheel where it screwed on so I took a risk and clamped it where the spring pins were and managed to release it without it breaking. The hub thread was good and appeared to have been greased 20? years ago when the bike was new and as locked as it was, it probably made the difference between releasing and breaking the hub.
Got the new 5 speed screw on cassette from Decathelon for $20, its 300mtrs from where I live (Perhaps I could of saved myself 100mtrs by purchasing from Bike Bug ). The new cassette had the ridges to allow the cassette to tightened/loosened with a Shimano spline tool. Wasn't expecting that, would of thought that 5 speed would come with the old style pin tightening.
Now I'm ready to take the kid to the bicycle festival night ride in the Domain on Sunday

Just to reiterate an earlier comment, while the tool is very similar to a cassette lockring tool, the splines are shallower and wider, so the correct tool must be used for each purpose.
I had a thought, but it got run over as it crossed my mind.
