Tyre valve sheath?

When pumping up my tyres, presta valves, one of them seems to have a sheath around the valve, which the doesn't seem to be part of the valve stem (I haven't deflated the tyre yet to check out where exatly it's attached to). Rather, this sheath is kinda like a metal cylinder only just wider than the valve stem itself, maybe attached to the rim? Anyway, makes it hard to attach the pump securely. Any idea what it's meant to be, and what I can do about it?
