they look like the act as a dual bar bullhorns and drop then they've fattened the transition to keep it nice and aero

looks a bit like the bars I've seen on cam meyer's bike he uses in the points race. Looks to me like a hybrid drop/bullhorn/tt combo.

Sphinx bars UCI has fine print concerns about them allowing riders to adopt illegal riding positions.

I saw an English rider in that position while watching the Commonwealth games.

The point in those bars in to be able to wrap your hands around the front of the handlebars instead of on the drops being more aerodynamic :D
