okay so what do I need to do to these so I can use them on the track?

Obviously removed the brakes.

plug the holes with what?

anything else?

Other than plugging the ends with either cork or proper bar end plugs, I can't help with anything else. well maybe check out a site for track bars that are sanctioned.
