Why no variable gears?

Is there a rule that track bikes cannot have variable gears, or is it rider preference? If it is a rule - what is the rationale? (Wikipedia does not say)

UCI Rules (from site)

...rationale= Safety

Freewheels, multiple gears and brakes are not permitted for use on the track during
competition or training
. Disc brakes are allowed in cyclo-cross training and
competition.
For races on the road and cyclo-cross, the use of fixed sprocket is forbidden: a
braking system that acts on both wheels is required.”

You don't have time too be worried about changing gears on the track, unlike the tourists on the road. :mrgreen:
