First track bike build-up!

Sounds really stupid, and please excuse my ignorance, but would an ex-roadie with vertical dropouts be almost impossible to convert to a track bike given its inability to adjust chain tension?

You can do it with either a magic ratio of chainring to cog (which isn't always possible), a half-link chain, or an offset/elliptical bottom bracket.

Given different geometry, lower BB and near inability to swap gears; I would suggest a track frame would be a much better option.

Track frames are super cheap depending what you want.

If you are looking to build up a fixie, I would suggest just buying a Cell Messenger or whatever they are for $199-299.

Hone your bike mechanic skills on this, then build up something a bit better.

You will then after a while:

Start wanting to ride your fixed gear longer distances.
Start telling your friends it's a track bike not a fixie.
Start wearing lycra under your cut off jeans.
Start wearing lycra without your cut off jeans.
Buy an old steel roadie to start riding longer distances and hills.
Get rid of old steel roadie for something newer/modern.
Look back at track bike sitting in the corner gathering dust.
Start riding/racing track.
