What does one do when you forget your locker key?

Problem is at my place that the lockers are dished out and people don't use them.

We have 100 bike racks and I've never seen more than 70 bikes in there. They are allocated on a one to one basis so only 100 people can have access.

As far as I can tell most people only ride in sporadically... Ie 1-3 times a week.

They should over allocate by at least a factor of 1.3 or take accesses off people that use if less than a few times a month.
