I'm not 100% sure about the Tonkin, because although it has a hard shoulder with painted cycle path signs, they tend to dissapaer near major junctions and bridges. You could always try it, ride from the bridge along to Roe, down Roe until you get to Welshpool road and then join up with the dedicated cycle path.
Or you could always make your way through the suburbs to the intersection of Welshpool road and Roe highway, there is a nice bike path that runs the full length of Roe highway down to the freeway. You fiollow it around to Farrington road bridge, cross over the bridge and this puts you onto the freeway bike path to Mandurah.
the return trip would be to follow the freeway path back into South Perth and then follow the path along the river back to Bayswater.
