In Australia we have commute rates ranging between 1 and 5% in the cities. We know the reasons for that having discussed them to virtual death.
Copenhagen has a figure of something like 1/3 commuting by bicycle, an amazing figure we can only dream about. However even in cycling commuting heaven a whopping 2/3's of the population not commuting by bicycle. So if you live in bike commuting heaven why does one not bike commute?

If the R-1 rule is broken, what happens to N+1?

Not sure why the great mystery here.
Inevitably there's a non-trivial portion of any population that are averse to any sort of exercise, and commuting by bicycle is not going to appeal to them in any way, shape or form. Then there's the percentage that aren't allergic to exercise, but cycling just doesn't float their boat; they either don't have time on top of their other pursuits, or really dislike the idea of cycling. Then there's the percentage for which commuting by bicycle isn't practical; either the route or the distance makes it impossible, or the logistics of doing so prevent them from cycling.
Personally I think the figure of 1-in-3 in a modern city in the modern world is remarkable, and you'd be hard-pressed to better it.

Distance, type of work, disability.
Plenty of people will be commuting further than 10km. Most people (even Danes) will pick other options under those circumstances. Plenty of people need cars to do their job and that is no different in Copenhagen.

Know of any stats on this?
