Shoes and Top of Toes Pain

I've been trying to figure out the source of some pain on the top of my 2nd and 3rd toes on my left foot. The road bike shoes that I have are a bit big and I have been tightening the ratchet strap fairly much as tightly as it will go. My left foot is a little smaller than the right so I do need to tighten the left a bit more.
I thought that overtightening the ratchet strap could cause the top of toe pain, and was wondering if anyone else has had experience of this? The thing against the problem being the road bike shoes, however, is the fact that I have worn them ok for about 6 months and this problem has only started to happen now. The pain is there generally when not riding or riding and perhaps felt a bit more after a ride and the road bike shoes have been swapped for normal shoes.
Whether or not the shoes are causing the top of toes pain I suppose I should get some correctly fitting shoes. In that case does anyone have any advice for shoes that do not put too much pressure on the closure (preferably within a budget of around $200)?
